Five arrested with large quantities of drugs

Five suspects were arrested and nearly 3 million methamphetamne pills, 52kg of crystal methamphetamine and 50kg of ketamine seized in three separate actions last week by Narcotics Suppression Bureau police.

Details were released at a media briefing at police headquarters on Monday.

On June 18, anti-narcotics police arrested Saravut Kesornbua, 25, Narongsak Somboon, 25, and Pattama Homloei, 29, in Nonthaburi's Bang Yai district.

Pol Maj Gen Tanongsak Thangthong, commander of the NSB's Division 1, said the arrests were made on information from informants that a large quantity of drugs would be handed over to dealers at Tesco Lotus' Bang Yai branch car park, and that the dealers would arrive in a black Toyota Vios.

Police staked out the area and the Toyota Vios arrived as reported. Mr Saravut, the driver, left the car and walked over to a Toyota van in the parking lot and drove it away. The van was later intercepted. Found in it were 2,090,000 methamphetamine pills, 52kg of crystal methamphetamine, or ice, and 50kg of ketamine.

Police also arrested Mr Narongsak and Ms Pattama, who were in the Toyota Vios.

All three were charged with having illicit drugs in possession with intent to sell.

On June 16, Padaedu Sribaina, 30, and Chalerm, aka Kaew, Medtho, 26, both of Chiang Mai, were arrested at a restaurant in tambon Hang Dong of Chiang Mai's Hot district in a sting operation.

The police seized from them 100,000 methamphetamine pills and two pick-up trucks.

In the third action, police on June 16 seized 800,000 methamphetamine pills from a Honda City car abandoned at a bridge near Ban Kham in tambon Phlapphlachai of Suphan Buri's U Thong district.

No suspects were arrested.

More than 5,000kg of illicit drugs, worth over 10 billion baht, will be incinerated in Ayutthaya on Friday to mark International Day Against Drug Abuse and Illicit Trafficking, which falls on June 26.

Deputy Prime Minister Adm Narong Pipatanasai will preside over the destruction of 5,136kg of illicit drugs on June 24, Boonchai Somboonsuk, secretary-general of the Food and Drug Administration (FDA), told a press conference on Tuesday.

The drugs, with an estimated street value of 10.9 billion baht, were kept as evidence in 231,100 cases, Dr Boonchai said.

Most of the drugs were methamphetamine, or ya ba, at 4,240kg, or 47 million pills, the FDA secretary-general said. The speed pills accounted for 83% of the seized drugs and had an estimated street worth of 9.4 million baht.

Other drugs included 422kg of crystal methamphetamine, or ice, worth one billion baht, 411kg of heroin worth about 440 million baht, 9kg of cocaine valued at 28 million baht, 3kg of ecstasy (15,457 ecstasy pills) worth 12 million baht and 38kg of opium worth 400,000 baht.

In addition, 4,088kg of compressed marijuana, worth 32 million baht, which had been seized and kept at the Royal Thai Police Office, would also be destroyed.

The drugs will be incinerated at over 850 degrees Celsius, which would cause no air pollution, the FDA secretary-general said.

Winai Monthapong, chairman of an inspection committee, said the drugs were kept as evidence in cases that had now been concluded in court. Of the 231,100 drug cases involved, 5,056 were major indictments and the remainder small seizurers in lesser offences.

Four caught, 800,000 speed pills, 5kg of ‘ya ice’ seized

Four suspects have been arrested and a large amount of methmphetamine and crystal methamphetamine, or ice, seized in raids in Nakhon Pathom and Nakhon Ratchasima provinces.

The four men were taken to a media briefing at the office of the Narcotics Suppression Bureau in Bangkok on Wednesday.

Police also showed the seized drugs - 814,000 speed pills, 5 kilogrammes of crystal methamphetamine -and four mobile phones used by the suspects.

Mongkhon Kasemjit, 45, of Nakhon Pathom, was apprehended at the entrance of a soi in Kamphaeng Saen district of around 10am on Tuesday, NSB deputy chief Archawan Chotikasathian said.

The arrest came after police received information that Mr Mongkhon, who had a previous drug conviction, was selling illicit drugs in Nakhon Pathom and nearby areas. Police kept a close watch on the suspect’s activities, leading to his arrest, Pol Maj Gen Archawan said.

Mr Mongkhon had served a sentence in Surat Thani prison for drug offences in 2008, he said.

After being released from jail in 2010 he was again arrested in Surat Thani and charged with having 100 methamphetamine pills in his possession, but won his case in court.

On Tuesday his car was stopped for a search and he was arrested as he was allegedly about to deliver the seized drugs to a client.

The suspect admitted he had previously made two successful drug deliveries before being caught, Pol Maj Gen Archawan said. He confessed he had smuggled speed pills from northern border areas in Phayao and sold them to clients in Ratchaburi and Surat Thani.

In a second operation, three suspects - a 17-year-old whose name was withheld, Peerapas Nutcharoen, 24, of Phetchaburi and Suwinai Boon-iem, 23, of Nakhon Ratchasima - were arrested in Sikhiu district and Pak Thong Chai district of Nakhon Ratchasima around noon on Tuesday.

The three suspects were travelling on two pickup trucks from Sakon Nakhon to Nakhon Ratchasima.

One of the vehicles was stopped for a search at a police checkpoint in Sikhiu district and the teenager and Mr Peerapas detained. Mr Suwinai was driving the other pickup and sped away from the checkpoint, but was apprehended in Pak Thong Chai district later that day.

When police caught up with him, Mr Suwinai threw two bags, later found to contain 208,000 methamphetamine pills, out of the vehicle before abandoning it and fleeing on foot. Police found another 6,000 speed pills inside the vehicle. The suspect was later arrested near a zoo.

The three suspects confessed they had been offered 50,000 baht to smuggle the drugs from Sakon Nakhon to the Central Plains.

All suspects were held in police custody on charges of having illicit drugs in their possession with intent to sell.

"There's no way ya ba (methamphetamine) will be made legal. It will remain as an illicit drug. We're not ready to legalise the drug," said Gen Paiboon following a meeting of the National Administration Centre for Narcotics Prevention and Suppression.

Gen Paiboon's earlier proposal to "lift ya ba from the narcotics list" came under fire despite several parties agreeing with the idea, while many questions and concerns were raised. However, the justice minister said Wednesday the current policy toward speed pills is not working and needs to change, especially in the area of punishments for drug offenders.

"Traffickers and major dealers will face drastic measures while those who suffer abuse by drug networks as well as drug addicts will receive measures proportionate to their offences," he said.

A new bill which was drawn up to reform the system of drug laws will draw a distinction between producers, traders, workers and addicts and they will be treated differently, he said.

However, he said Thailand is not ready to abolish the death sentence in narcotics cases.

Gen Paiboon said putting methamphetamine in the same category as heroin which carries severe penalties is deemed wrong and unfair to drug addicts. Other drugs, not just methamphetamine, will be reviewed and reclassified, he said.

Gen Paiboon said meeting delegates agreed the drug policy should have three approaches -- prevention, suppression and rehabilitation. The Public Health Ministry is likely to be the core agency in drug rehabilitation.

"Don't send drug patients to jail because jails are not places where they can be treated. We've been sending patients to prison," he said.

Once the public health system is ready for drug rehabilitation, reclassification of drugs could proceed, he said.

Food and Drug Administration (FDA) secretary-general Boonchai Somboonsook said health authorities agreed with the Justice Ministry's new policy towards drugs.

However, he said the proposed change in the status of methamphetamine will need to be discussed thoroughly.

"After methamphetamine was called ya ba and declared an illicit drug in 1996, its abuse continued to increase and so did the amounts of the drug," he said. The FDA is responsible for storing and destroying seized methamphetamine.

Office of the Narcotics Control Board secretary-general Narong Rattananukul said Thailand is the only country that classifies methamphetamine as a narcotic drug as dangerous as heroin. Elsewhere, the drug is a controlled substance.

He said if methamphetamine is reviewed and reclassified, its demand may decrease and so may the price, which will discourage traders and traffickers from dealing the substance.

National Legislative Assembly committee on public health chairman Jate Sirathranont has also thrown his weight behind the justice minister's policy, saying a new approach is needed to fight drugs.

However, he said the policy towards methamphetamine might trigger public criticism and called on relevant authorities to explain to the public any change in attitude toward drugs.

Meanwhile, four people have been arrested with large amounts of methamphetamine worth about 100 million baht in two separate incidents, the Royal Thai Police Narcotics Suppression Bureau said.

In Nakhon Pathom, Mongkol Kasemjit, 45, a former drug convict, was nabbed at the entrance of a soi in Kamphaeng Saen district.

Police allegedly found 600,000 methamphetamine pills and 5kg of crystal meth in his car.

In a second operation, three suspects, a 17-year-old whose name was withheld; Peerapas Nutcharoen, 24; and Suwinai Boon-iem, 23, were arrested in Sikhiu district.

The suspects were travelling from Sakon Nakhon to Nakhon Ratchasima. Police said they found them in possession of 214,000 methamphetamine pills.

AYUTTHAYA - More than 5 tonnes of illegal drugs were incinerated, with state officials and diplomats as witnesses, in a ceremony on Friday to mark International Day Against Drug Abuse and Illicit Trafficking.

Most of the drugs that went up in flames, 4.2 tonnes, were methamphetamine pills that no longer needed to be kept as evidence in concluded court cases.

The fiery celebration was organised by the Food and Drug Administration was held at Bang Pa-in Industrial Estate in Ayutthaya.

Deputy Prime Minister Adm Narong Pipatanasai presided over the destruction. Others present included representatives from the Royal Thai Police, armed forces, drug authorities and diplomatic corps.

International Day Against Drug Abuse and Illicit Trafficking falls on Sunday, June 26.

CHUMPHON - Authorities in the southern province of Chumphon have seized marijuana and methamphetamines with a market value of 125 million baht from eight suspects, including a couple with two-year-old girl, before delivery to buyers in the South.

The two groups of alleged traffickers were arrested at the same checkpoint on the main southern highway, Phetkasem, in Pathiu district on Sunday evening. Chumphon authorities presented the suspects and drugs in a press conference at the provincial police head office on Monday.

The first group of six men from the Northeast were arrested with 260kg of marijuana at about 5pm on Sunday. The suspects were identified as Sangkhom Phromdee, 43, Winyu Thongthip, 36, Woraphop Maichai, 38, and Chaipacha Jaikaew, 36, all from Ubon Ratchathani, Wirat Mongkholsiri, 48, from Kalasin province, and Weera Chomdon, 34, from Nakhon Ratchasima province.

They were travelling in three separate vehicles.

Mr Sangkhom and Mr Wirat were stopped first at the checkpoint in tambon Khao Chairat. A search found nothing illegal but they aroused suspicion by ignoring repeated phone calls.

Police discovered two other suspects following in a second vehicle, and another two in a third vehicle, a Toyota Wish carrying the 260kg of marijuana.

The six told police they were hired for 100,000 baht to deliver the marijuana from the northeastern province of Nakhon Phanom to a buyer at a petrol station in Tha Sae district of Chumphon.

Two other suspects arrested on Sunday were a couple from the southern province of Pattani.

Nasi Bueraheng, 32, and his wife Sabeeroh Jehmae, 27, were arrested with four black plastic bags containing 400,000 speed pills covered with sacks of salt on their 10-wheel truck at the same checkpoint at about 6pm on Sunday.

They said they were paid 300,000 baht to transport the pills from Samut Sakhon province to Pattani. Social workers took their two-year-old daughter from them and were to contact their relatives to take the child.

The retail price of the marijuana was estimated at 5.2 million baht and the methamphetamine at 120 million baht.

Myanmar man caught in huge drug bust

A Myanmar national has been arrested with 436,000 methamphetamine pills and 13 kilogrammes of crystal methamphetamine or ice and charged with having drugs with intent to sell.

Pol Maj Gen Ronnasin Phusara, deputy commissioner of the Region 1 Provincial Police, said the man, identified as Sai Long, 36, was arrested at a house on Ramkhamhaeng Soi 174 in Bangkok's Min Buri district on Wednesday.

Earlier, police arrested Kongsak Phetphong with 2,000 meth pills in tambon Chiang Rak Noi of Bang Pa-in district, Ayutthaya province.

With information from him, the police contacted a man identified only as Jane on the phone, asking to buy drugs from him.

It was Sai Long who later called back and made an appointment to hand over the drugs at Min Buri market.

Sai Long was arrested when he arrived in a pick-up truck with 436,000 meth pills and 13kg of crystal meth.

The man allegedly confessed to the drug charges.
